Benchmark Assessment as a process of testing students 3 times per years in basic skills in what became MTSS evolved out of simple use of Curriculum-Based Measurement (CBM) in a rural special education cooperative into a nationwide process dominated by use of commercial test instruments in 2024. What used to take approximately 5 minutes per student in reading using Reading-CBM, an authentic short oral reading test, or “oral reading fluency” is now frequently blended into a reading composite score diminishing impact and interpretability for teachers and especially parents. Use of computers, while aiding testing efficiency, have inadvertently contributed to test length and complexity of interpretation.

This webinar is intended to take a step back and use an independent. but highly experienced perspective of Dr. Mark R. Shinn. The webinar is premised on basic skills MTSS assessment using CBM K-12 including Benchmarking that  is (a) proactively designed, (b) feasible, and (c) aligned with early intervention, decision making across Tiers and special education.
